Certified translation of teaching credentials for state teacher certification
A teacher trained outside the United States is certified by a state education department, and the departments do not read foreign transcripts themselves; they read a credential evaluation report. New York's Office of Teaching Initiatives requires a foreign credential report submitted directly by an organization on its approved list of 27, a list that includes WES, ECE, TEC, IEE, IERF, ERES, JS&A, AES, Educational Perspectives, FIS, GCE, Globe, IFCS, ICD, CAREE and Transcript Research. Texas requires an original detailed or course by course evaluation prepared by a foreign credential evaluation service recognized by TEA staff and sent directly by the service, and lets applicants choose the service. The translation is the evaluator's requirement, and each evaluator on those lists publishes its own rule, from WES's professional translator to ECE's word for word, TEC's ATA member on letterhead and AES's ATA member company with the translator's qualification attached. Applicants who completed their education outside of the United States must have a foreign credential report submitted directly by an acceptable organization.The report goes from the evaluator to Albany; the translation goes from you to the evaluator, under the evaluator's rule.
The Office of Teaching Initiatives will accept evaluations of foreign credentials (credential evaluation reports) from the following organizations for the purposes of New York State certification.Twenty seven organizations follow, sixteen of which have their own page in this family with their translation rule quoted.
Applicants may select a foreign credential evaluation service of their choice. Recognition of the evaluation service is determined by TEA staff during the credentials review process based on whether the evaluation complies with the requirements.Texas judges the report, not the brand. Its list of what the report must verify starts with the equivalent of a US bachelor's degree and completion of an educator preparation program with a teaching practicum.

What a foreign trained teacher's file requires
- New York requires a foreign credential report submitted directly by an organization on its approved list, containing the institutions attended, program length, dates of attendance, degrees with full graduation dates, each course title, semester hour equivalency, grade conversion to the US scale, GPA and a placement recommendation.
- New York's approved list holds 27 organizations, including WES, ECE, TEC, IEE, IERF, ERES, JS&A, AES, Educational Perspectives, FIS, GCE, Globe, IFCS, ICD, CAREE, Transcript Research, FACS, ACEI, Scholaro, SDR, InCred, Ucredo, Alianza and others.
- New York's checklist says the report must include an English translation of the credentials where appropriate.
- Texas requires an original detailed report or course by course evaluation of all college level credits and educator credentials earned outside the United States, prepared by a service recognized by TEA staff and sent directly by the service, verifying at least the equivalent of a US bachelor's degree with its conferral date and completion of an educator preparation program including a teaching practicum.
- Texas lets applicants select the evaluation service of their choice and decides recognition during the credentials review; all applicants must demonstrate English proficiency.
Common reasons translations get rejected
- Sending New York a translation and a transcript instead of an evaluator's report. The Office of Teaching Initiatives accepts reports from its listed organizations, submitted by them directly.
- Ordering a document by document report when the state wants course by course. Texas asks for a detailed or course by course evaluation, and New York's report must list each course title with semester hours and grades.
- Leaving the teacher's license or the practicum certificate untranslated. Texas wants the educator preparation program and practicum verified, and the evaluator can only verify what it can read.
- Translating your own transcript for an evaluator that forbids it. WES, GCE, AES, CAREE, ICD and JS&A all reject applicant translations; ECE allows them for most reports.

- One your state accepts. New York publishes a list of 27; Texas lets you choose and judges the report. Our agency pages quote the translation rule of sixteen of the organizations on New York's list so you can pick one whose rule your documents already meet.
- Does the state read my translation?
- New York and Texas read the evaluator's report, which the evaluator sends directly. The translation is what the evaluator needs from you to write it, and New York's checklist expects the report to include an English translation of the credentials where appropriate.
- Which documents do I translate?
