Certified translation of nursing credentials for a US nursing license
A nurse educated outside the United States reaches a state license through a credentials evaluation, not through a translation, and the boards say so plainly. Florida requires a full education credentials review from one of six approved agencies and states that translations of education credentials do not meet statutory requirements; Texas requires a CES report from one of four approved providers; New York offers TruMerit's verification service or a school certification with a translated transcript. The translation still has to exist, because every agency on those lists asks for the nursing diploma, transcript and license in English, and each sets its own rule for who may translate. ERES asks for a certified translation, JS&A for proper certification by qualified professional translators, IEE for a certified word for word translation, TEC for a translation by an ATA member on letterhead signed by the translator, and TruMerit for the institution's own translation of the nursing record with the secondary school diploma left to the applicant. Credentials reports received from a credentialing agency not listed below will not be accepted.The six on Florida's list are Ashland Educational Services, CGFNS, ERES, IEE, TEC (SpanTran) and JS&A. Four of the six publish a translation rule that a certified translation from an ATA member company answers.

What a foreign educated nurse's file requires
- Florida requires applicants educated outside the United States to have a full education credentials review by a board approved agency, sent electronically to the board directly from the agency; reports from agencies not on the list are not accepted.
- Florida's approved providers are Ashland Educational Services, the Commission on Graduates of Foreign Nursing Schools, Educational Records Evaluation Service, International Education Evaluations, SpanTran (The Evaluation Company) and Josef Silny and Associates.
- Texas approves TruMerit (formerly CGFNS), ERES, JS&A and TEC (formerly SpanTran) to submit CES reports; IERF stopped accepting new applications on August 15, 2021.
- Texas requires its approved providers to be able to manage the translation of original documents into English and to identify the language of nursing instruction and of the textbooks in the report.
- New York gives foreign educated nurses two options, TruMerit's Credentials Verification Service for New York State or a school certification on Form 2F with a transcript translated by a service acceptable to NYSED, and notes that applying without TruMerit is often more difficult and time consuming.
- Education completed in a language other than English requires an English competency examination in Florida, separate from the translation of the documents.
Common reasons translations get rejected
- Sending the board a translation instead of an agency report. Florida says translations of education credentials do not meet statutory requirements.
- Choosing an evaluator the board does not list. Florida and Texas both reject reports from unlisted agencies, so check the list for your state before you order the evaluation or the translation.
- Paying TruMerit $85 per page for the secondary school diploma when its rule lets you choose the translator for that document.
- Translating the nursing transcript for TruMerit yourself or through a third party. TruMerit's rule names the institution or TruMerit; ask first.
- Leaving the registration certificate and license untranslated. The agency, the employer and the visa petition all ask for the license as well as the diploma.

Where a nurse's certified translation goes
- To the evaluation agency the state board lists, which reads the diploma, transcript and license in English before writing the report the board requires.
- To the employer or staffing agency that sponsors the visa, and to USCIS with the petition, where every foreign language document needs a full English translation with the translator's signed certification.
- To the state board directly for the license and registration certificate from the home country, which boards verify separately from the education report.

- Which of my nursing documents need a certified translation?
- The nursing diploma, the complete transcript, the nursing license or registration certificate, and the secondary school diploma when the evaluator asks for it. Each goes to the evaluation agency in English, and the license and diploma go again to the employer and to USCIS.
- Will the Florida or Texas board accept my translation directly?
- Not in place of the credentials report. Florida says translations of education credentials do not meet statutory requirements, and Texas requires a CES report from an approved provider. The translation is what the provider needs from you.
- Which evaluators accept a translation from Eagle Translate?

If your school certifies your education on Form 2F, NYSED's own policy applies, which asks for a translation service acceptable to NYSED and a notarized Affidavit of Accuracy; we do not currently offer notarization, so email us before ordering for that route.

A translation error is ours to fix
If your certified translation is rejected because of a translation error we made, we correct it at no charge, and if the corrected translation is rejected again for that same error we refund what you paid for it.
