Translation requirements for a New York professional license through the Office of the Professions
The New York State Education Department's Office of the Professions licenses the state's regulated professions, nursing, pharmacy, physical therapy and engineering among them, and applies one translation policy to all of them. Translations and translators' qualifications are reviewed case by case; the translation must be done by a properly qualified translator, submitted in the original, and accompanied by a notarized Affidavit of Accuracy in which the translator affirms that the entire document has been translated, nothing omitted or added, and that the translation is true and correct. Each translation must also come with a copy of the document in the original language. The Office lists an officer or employee of an official translation bureau or agency satisfactory to the Department as the first example of an acceptable translator. What the Office of the Professions says, in its own words
Translations and qualifications of translators are reviewed on an individual basis. The translation must be done by a properly qualified translator, submitted in the original, and be accompanied by a notarized Affidavit of Accuracy (see below).Two conditions beyond a standard certified translation, an original rather than a scan, and a notarized affidavit. We do not currently offer notarization, which is why this page tells you to ask us first.
An officer or employee of an official translation bureau or agency which is satisfactory to the Department. Translation bureaus are usually listed in the classified telephone directories.The first example on the Department's list is a translation agency, which Eagle Translate is. The other examples are a language professor, an American consul, a consul general and a foreign government representative.
Each translation must be accompanied by a copy of the document in the original language and an Affidavit of Accuracy, in which the translator who performed or verified the translations affirms, having read the completed translation, that the entire document has been translated, that nothing has been omitted or added, and that the translation is true and correct.The content of the affidavit is what our certificate already states, complete and accurate with nothing left out; the notary's stamp on it is the part we do not provide.

What the Office of the Professions requires of a translation
- Translations and translators' qualifications are reviewed on an individual basis; the translation must be done by a properly qualified translator, submitted in the original, with a notarized Affidavit of Accuracy.
- Acceptable translators include an officer or employee of an official translation bureau or agency satisfactory to the Department, a professor teaching the language at an accredited US college, an American consul in the issuing country, a consul general accredited in the United States, and a representative of a foreign government agency, each with its own conditions.
- Each translation must be accompanied by a copy of the document in the original language and an Affidavit of Accuracy affirming that the entire document has been translated, nothing omitted or added, and that the translation is true and correct.
- The Office requires evidence of each licensure requirement to be sent directly from the organization where it was met, or from an acceptable, officially designated third party.
- For registered professional nursing, foreign educated applicants may use TruMerit's Credentials Verification Service for New York State or have the school certify the education on Form 2F, with a transcript translated by a translation service acceptable to NYSED.
Common reasons translations get rejected
- Uploading a certified translation without the notarized affidavit. The Office's policy names the affidavit and the notary.
- Having a family member translate. The Office reviews the translator's qualifications, and its examples are agencies, professors and consular officials.
- Forgetting the original language copy. Each translation must be accompanied by one.
- Relying on a consul who only confirmed the translator's identity. The Office says the consular official must verify the contents of the translation itself.

Good to know
Good to know about the Office of the Professions
The Office's term is notarized Affidavit of Accuracy; the phrase certified translation does not appear in its policy, so a certificate that is signed but not notarized answers only part of the rule.
New York's teacher certification office is a different unit with a different rule; it accepts credential evaluation reports from a published list of 27 organizations rather than translations submitted by the applicant.

Common questions
- Does the Office of the Professions accept translations from Eagle Translate?
- The Office reviews each translation individually and lists an official translation agency among acceptable translators, which we are. It also requires the translation in the original with a notarized Affidavit of Accuracy, and we do not currently offer notarization. Email us before ordering for a New York license and we will tell you honestly whether we can help with your file. We do not give legal advice.
- I am a nurse. Do I need this at all?
- Not if you use TruMerit's Credentials Verification Service for New York State, which is Option 1 on the Office's nursing pathway. If your school certifies your education on Form 2F instead, a transcript in another language must be translated by a translation service acceptable to NYSED, and the affidavit rule applies.
- Can a notary alone produce the translation?
- The Office's policy is about who translates and about the notarized affidavit that the translator signs. The notary confirms the translator's oath; the translator still has to be properly qualified.
- What about the same documents for my employer or USCIS?
- Employers and USCIS ask for a certified translation with the translator's signed statement of completeness, accuracy and competence, which every Eagle Translate order includes at $24.95 per page, $18.71 with STUDENT25.
- Can a receiver verify the certificate?

A translation error is ours to fix
If your certified translation is rejected because of a translation error we made, we correct it at no charge, and if the corrected translation is rejected again for that same error we refund what you paid for it.
