Apostilles and notarization in Massachusetts
The Secretary of the Commonwealth's Public Records Division, Commissions Section is the only office in Massachusetts authorized to issue an apostille or certification for a notarized document going to a foreign country.

Massachusetts does not certify out-of-state documents. They must be authenticated by the state where they were issued.
For an in-state transcript or diploma, the school registrar certifies the record in the presence of a notary, the notary notarizes the registrar's signature, and the notarized document then goes to the Secretary of the Commonwealth for the apostille.
USCIS filings from Massachusetts need certified translations, not notarized ones. The requirement is a complete English translation with the translator's signed certification of accuracy and competence.
The Massachusetts RMV accepts documents that are not in English only when accompanied by a certified translation, with both the translation and the certification printed on the letterhead of the certifying entity and including the translator's qualifications and a statement affirming completeness and accuracy.
Massachusetts recognizes four notarial acts, acknowledgment, jurat, signature witnessing, and copy certification. When a translation is notarized, the notary verifies the translator's signature, not the accuracy of the translation.

- How is terminology from another country's legal system handled?
- A term with no exact United States equivalent is rendered to carry the meaning it has in the system that issued it, rather than swapped for an American term that would change what the document says. Where a term needs explaining, the explanation sits in brackets beside it instead of replacing it.
- A document has been asked for at short notice. How quickly can it be done?
- Certified delivery is 2 to 3 business days. Through 31 December 2026 the upgrade to Premium 1 to 2 business days delivery is applied automatically at the Certified price, so the faster option costs the same as the standard one.
- What does the certificate attest to?
- It attests to the accuracy of the translation. It states in those words that it does not attest to the authenticity of the source document or to the truth of its contents. That boundary is what makes it a certification a reviewer can rely on rather than a claim about your evidence.
