Apostilles and notarization in Minnesota
Apostilles are issued by the Office of the Minnesota Secretary of State, Business Services, in the First National Bank Building at 332 Minnesota Street, Suite N201, Saint Paul. Requests are accepted by mail or in person by appointment.
The fee is 5 dollars per apostille certificate, and apostilles are issued per document presented. Payment is accepted by check, cashier's check, money order, or cash.
State or county certified documents such as birth, death, and marriage certificates do not need notarization before an apostille. All other documents, including diplomas, transcripts, affidavits, and powers of attorney, must first be notarized by a Minnesota notary public with all six elements required under Minnesota Statutes section 358.65, including a wet ink signature and stamp.
Minnesota issues only one type of authentication certificate, the apostille, regardless of the destination country. If the receiving country does not accept an apostille, the Secretary of State directs applicants to that country's embassy or consulate for options.
USCIS does not require notarized translations from Minnesota applicants. It requires a certified translation, meaning a complete English translation with the translator's signed certification of accuracy and competence.
A translated diploma, transcript, or other private document bound for use abroad must be notarized by a Minnesota notary public before the Secretary of State will attach an apostille. The notarization covers the signature on the document, not the accuracy of the translation.
Minnesota law spells out six required elements for a proper notarization under Minnesota Statutes section 358.65, including the jurisdiction, the notarial statement, the notary's title, the date, a wet ink signature, and the notary stamp. Missing elements are a common reason apostille requests are rejected.

- A term with no exact United States equivalent is rendered to carry the meaning it has in the system that issued it, rather than swapped for an American term that would change what the document says. Where a term needs explaining, the explanation sits in brackets beside it instead of replacing it.
- A document has been asked for at short notice. How quickly can it be done?
- Certified delivery is 2 to 3 business days. Through 31 December 2026 the upgrade to Premium 1 to 2 business days delivery is applied automatically at the Certified price, so the faster option costs the same as the standard one.
- What does the certificate attest to?
- It attests to the accuracy of the translation. It states in those words that it does not attest to the authenticity of the source document or to the truth of its contents. That boundary is what makes it a certification a reviewer can rely on rather than a claim about your evidence.
