State rules
Apostilles and notarization in Rhode Island
Apostilles for Rhode Island documents are issued by the Rhode Island Department of State at 148 W. River Street in Providence.
The fee is 5 dollars per document, and documents are processed within 3 to 5 business days of receipt. Submission is in person or by mail, with return by first-class mail unless a prepaid courier label is provided.
Documents must be issued by a Rhode Island official or properly notarized by a commissioned Rhode Island notary public. Vital records must be certified copies from the RI Department of Health's Center for Vital Records signed by the State Registrar or Deputy State Registrar; city and town hall copies are not accepted.
Rhode Island publishes an explicit rule for translated documents. The person who translated the document must physically sign it attesting that they completed an accurate translation, and an RI notary who is not the translator must notarize the translator's signature before the apostille can be attached.
USCIS does not require notarized translations from Rhode Island applicants. USCIS requires a certified translation with the translator's signed statement of competence and accuracy; notarization is only relevant when another receiving office or a foreign authority asks for it.
For translations that will receive a Rhode Island apostille, the state requires the translator to sign an accuracy attestation on the document and requires a Rhode Island notary other than the translator to notarize the translator's signature.
Rhode Island notarizations for the apostille chain must carry a complete notarial certificate, a legible notary signature, and an inked notary stamp with all required elements, or the Department of State will reject the submission.

- They are not dropped. Stamps, seals, signatures, and reference codes are described in bracketed form at the position they hold in the original, and the page structure is preserved, so a reviewer can set the translation beside the source document and follow it line by line.
- How is terminology from another country's legal system handled?
- A term with no exact United States equivalent is rendered to carry the meaning it has in the system that issued it, rather than swapped for an American term that would change what the document says. Where a term needs explaining, the explanation sits in brackets beside it instead of replacing it.
- A document has been asked for at short notice. How quickly can it be done?
- Certified delivery is 2 to 3 business days. Through 31 December 2026 the upgrade to Premium 1 to 2 business days delivery is applied automatically at the Certified price, so the faster option costs the same as the standard one.
- What does the certificate attest to?
- It attests to the accuracy of the translation. It states in those words that it does not attest to the authenticity of the source document or to the truth of its contents. That boundary is what makes it a certification a reviewer can rely on rather than a claim about your evidence.
