Apostilles and notarization in Oregon
Apostilles for Oregon documents are issued by the Oregon Secretary of State, Corporation Division, at 255 Capitol St. NE, Suite 151, Salem, OR 97310.
The fee is 10 dollars per apostille. The original notarized document with a complete notarial certificate must be submitted; photocopies are not accepted. Requests can go by mail, in person in Salem, or by FedEx or UPS.
Vital records must be certified copies from the Oregon Center for Health Statistics or a county clerk. For transcripts and diplomas, the school registrar must sign a statement certifying authenticity on the record and have it notarized before the apostille.
The Secretary of State does not translate documents. Per the office's FAQ, a document must be translated and the translation notarized before the office can attach an apostille.
Oregon uses the Model Apostille Certificate of the Hague Conference on Private International Law. Typical turnaround is about 10 business days by regular mail and 2 to 3 business days via courier delivery options.
USCIS itself does not require notarized translations from Oregon applicants. Federal rules require a certified translation, meaning the translator signs a statement attesting that the translation is complete and accurate and that they are competent to translate.
If a translation needs an Oregon apostille for use abroad, the translation must be notarized before the Secretary of State will attach the apostille; the state office does not translate documents itself.
When a translation is notarized in Oregon, the notary is notarizing the translator's signature on the certification statement. The notary does not vouch for the accuracy of the translation itself.

- They are not dropped. Stamps, seals, signatures, and reference codes are described in bracketed form at the position they hold in the original, and the page structure is preserved, so a reviewer can set the translation beside the source document and follow it line by line.
- How is terminology from another country's legal system handled?
- A term with no exact United States equivalent is rendered to carry the meaning it has in the system that issued it, rather than swapped for an American term that would change what the document says. Where a term needs explaining, the explanation sits in brackets beside it instead of replacing it.
- A document has been asked for at short notice. How quickly can it be done?
- Certified delivery is 2 to 3 business days. Through 31 December 2026 the upgrade to Premium 1 to 2 business days delivery is applied automatically at the Certified price, so the faster option costs the same as the standard one.
- What does the certificate attest to?
- It attests to the accuracy of the translation. It states in those words that it does not attest to the authenticity of the source document or to the truth of its contents. That boundary is what makes it a certification a reviewer can rely on rather than a claim about your evidence.
