The Louisiana Secretary of State, through its Commissions Division in Baton Rouge, issues apostilles and authentications.

Notarized documents must fully comply with Louisiana notary law, and the notary's printed name and notary identification number must appear beneath the signature.
Documents issued by clerks of court and the Louisiana Department of Vital Records, and official transcripts and diplomas from Louisiana state-accredited universities, do not need notarization before an apostille, but photocopies of those records are not accepted.
USCIS itself does not require notarized translations for Louisiana filings. The federal standard is a certified translation with the translator's signed statement of competence and accuracy.
Louisiana follows a civil law notarial tradition, and Louisiana notaries hold broader powers than notaries in most other states, including preparing and executing authentic acts.

- What does the certificate attest to?
