Apostilles and certifications for Hawaii documents are issued by the Office of the Lieutenant Governor at the State Capitol in Honolulu.
The fee is 3 dollars per document, raised from 1 dollar in July 2025, and the office launched an online portal in late 2025 that allows applications, payment, and tracking to be completed electronically.
Hawaii has a distinctive extra step for private documents. A document notarized by a Hawaii notary public must first have the notary's signature certified at the circuit court where the notary is registered, for a 3 dollar authentication fee payable to the court, before the Lieutenant Governor's office will attach an apostille.
For USCIS filings from Hawaii, translations must be certified, not notarized. USCIS requires the translator's signed certification of accuracy and competence, and notarization is not a USCIS requirement.
Hawaii notaries public are commissioned and regulated by the Department of the Attorney General, which publishes the state Notary Public Manual.
A notarized translation destined for an apostille in Hawaii must pass through the circuit court certification of the notary's signature before the Lieutenant Governor's office will process it.
