Requirements
What reviewers require for a certified driver's license translation
- Texas DPS requires that foreign driver licenses not in English or Spanish be translated by a translation service or the holder's consulate before applying for a Texas driver license.
- If the license is submitted to USCIS as part of a filing, it must carry a full English translation certified by the translator as complete and accurate, with the translator's certification of competence (8 CFR 103.2(b)(3)).
- Both sides of the license must be translated, including license classes or categories, endorsements, restrictions, issue and expiration dates, and issuing-authority text, because the DMV maps driving privileges from the category codes.
- The license number, dates, and all identity fields must be copied exactly as printed, with dates rendered unambiguously so a day-month-year source format cannot be misread as month-day-year.
- The holder's name must be transliterated consistently with the passport or other identity documents in the same process to avoid record mismatches.
- Seals, holograms with text, stamps, and signatures are rendered or described, and any portion that cannot be read is marked as illegible rather than guessed.
Common reasons translations get rejected
- Only the front of the license is translated, so category codes, endorsements, or restrictions printed on the back are missing and the DMV cannot map the driving privileges.
- A day-month-year date is silently reordered or left ambiguous, and the DMV records a wrong date of birth or expiration date.
- License classes or categories are mistranslated or replaced with assumed US class letters, misstating what the holder is licensed to drive.
- The name transliteration does not match the passport or immigration documents presented at the same DMV visit, causing an identity mismatch.
- The translation arrives without a signed translator certification, which fails USCIS requirements under 8 CFR 103.2(b)(3) and the certification expectations of most DMVs and courts.
Good to know
About Chinese-language driver's licenses
A mainland driving license (机动车驾驶证, jidongche jiashizheng) is issued by the vehicle administration office (车辆管理所) of the public security traffic management department. The license number is the holder's identity document number, and the office's entries include the date of first issue (初次领证日期), the permitted vehicle class code (准驾车型代号) such as C1 for small cars, the validity period, the issuing authority's seal and a file number (档案编号). A qualified translator keeps the class code as printed and explains it instead of substituting a US license class.
Mainland licenses are valid for six years, ten years or long-term (长期, changqi). A driver who stays under 12 penalty points in every scoring cycle moves from the six-year license to a ten-year one and then to a long-term one, and the same regulation gives the electronic license issued through the national traffic safety service platform the same effect as the paper card. A qualified translator renders 长期 as long-term (no expiry date) instead of leaving the field blank.
In mainland China, documents for use abroad are usually produced as notarial certificates (公证书, gongzhengshu) by notary public offices (公证处, gongzhengchu), which the justice administration authorities supervise. Civil affairs bureaus (民政局, minzhengju) register marriages and divorces and issue the marriage and divorce certificates. Hospitals and other licensed birth facilities issue the Medical Certificate of Birth (出生医学证明, chusheng yixue zhengming). Public security organs (公安机关, gong'an jiguan) keep the household register (户口, hukou), issue resident identity cards and answer criminal record queries through local police stations (派出所, paichusuo). In Taiwan, household registration offices (戶政事務所, huzheng shiwusuo) under the Ministry of the Interior record births, marriages, divorces and deaths and issue household registration transcripts (戶籍謄本, huji tengben). In Hong Kong, the Immigration Department's registries issue certified copies of birth, death and marriage entries.
Documents from mainland China arrive in a few recurring formats. Booklets come from the agency that keeps the record, such as the household register booklet (户口簿, hukoubu, also called 户口本, hukouben), the marriage certificate (结婚证, jiehunzheng) and the divorce certificate (离婚证, lihunzheng). Single-sheet certificates include the hospital-issued Medical Certificate of Birth and the Medical Certificate of Death (居民死亡医学证明, jumin siwang yixue zhengming). Notarial certificates (公证书) are bound booklets from a notary public office that pair a photocopy of the underlying record, or a statement of the certified fact, with the notary's certificate and often an English translation. Court judgments (判决书, panjueshu) and mediation statements (调解书, tiaojieshu), university certificates and transcripts, and online verification reports from CHSI (学信网, Xuexin Wang) are also common, and many agencies now issue electronic certificates (电子证照, dianzi zhengzhao) that carry a QR or verification code.

Questions
Common questions
- Does my state DMV require a certified translation of my foreign license?
- It varies by state. Texas DPS, for example, requires foreign licenses not in English or Spanish to be translated by a translation service or your consulate before you apply. Check your own state DMV's document list before ordering, since a few states also have state-specific rules about who may translate.
- Is an International Driving Permit the same as a certified translation?
- No. An IDP is a separate booklet issued in your licensing country that translates your license for driving as a visitor. When a DMV, court, or USCIS asks for a certified translation, they mean an English translation of the license itself delivered with a signed translator certification, which an IDP is not.
- Do you translate the back of the license too?
- Yes. Both sides are translated, including category codes, endorsements, restrictions, and issuing-authority text, because the DMV reads your driving privileges from those fields. Front and back uploaded as one PDF page cost one page, and uploaded as two PDF pages they cost two. The free scanner in the Eagle Translate iPhone app can put both sides on one PDF page.
- How much does a driver's license translation cost?
- A license is well under the 250 source words that make up one page, so the price is set by the number of pages in your PDF. Front and back uploaded as one PDF page cost one page at 24.95 USD, and uploaded as two PDF pages they cost two. The free scanner in the Eagle Translate iPhone app can put both sides on one PDF page. The certified translation is delivered in 2 to 3 business days with a signed Certificate of Translation Accuracy and a QR verification page.
- My driver's license was issued in China. What should I know before ordering?
- A mainland driving license (机动车驾驶证, jidongche jiashizheng) is issued by the vehicle administration office (车辆管理所) of the public security traffic management department.
